The Bank of Russia is considering the introduction of a unified register of depositors to deal with off-balance sheet deposits. This was at a meeting of the working group of the State Duma Committee on Financial Markets, devoted to the annual report of the Central Bank, said the first deputy chairman of the regulator Dmitriy Tulin.
"We have to think seriously about how to enter the so-called single register of depositors, which would be in the operational mode, it is the control and reconciliation of these bank account and accounting data DIA and the Central Bank", - Tulin said.
He pointed out that such a measure will significantly reduce the risks of fraud and the creation of off-balance sheet deposits.
In addition, the Central Bank is preparing proposals to strengthen criminal liability in the case of the creation of off-balance sheet deposits. Tulin said that the responsibility for this type of fraud should be provided for both the management of the bank, and the remaining offenders. "We already have a rapport with the police, and we already have formulated a bill," - said Tulin.
