social support system has to be rebuilt based on need criterion in order to reduce poverty in the country. Such an opinion was expressed by Russian Finance Minister Anton Siluanov in an interview with "Gazete.ru".
"The experience of the last ten years shows that the growing social costs of the budget system did not help to reduce poverty. The main reason is that in the provision of social support measures do not take into account the criterion of need, and most of the costs are shared by Category ", - he said.
According to him, the situation may correct construction of a more rational system of social spending.
"If you look at the structure of the poor in Russia, we can see that one of the largest groups - families with small children and works mainly in the informal sector of the parents. This leads to a decrease in productivity and a drop in parents' quality of human capital of children - so that poverty is reproduced in the next generation ", - stressed the Minister.
